Abstract Firstly, this paper builds the knowledge-drive two sector model, then collects the China panel data of 24 provinces during the period of 2005-2012, and establishes the dynamic panel data model based on the Jaffe A.B production function in order to probe into the impact of IPR on regional technological progress from a theoretical and empirical perspective in turn. The main contributions of this study are listed as follows: this paper subdivides the sources of regional stock of technological knowledge, improve the calculation method of the existing stock of technological knowledge, and processes the IPR index towards regionalization so as to make it closer to different regional situations. The empirical results show us two points: independent innovation is the major driving force of Chinese regional technological progress at the present stage, and there are significant differences on benefits of technological progress between domestic and foreign technology introduction; there exists an inverted "U" relationship between IPR protection and regional technological progress. All regions should adjust the protective intensity of IPR according to their own resource endowment, and develop scientific strategies on technology introduction.
